Old furnaces have a mechanical fan switch that turns on the fan when the nearby chamber is hot and off when it cools. The fan switch is getting rid of heat that did not get out sufficiently after the fan shut off, so it cycles on and off to get rid of the heat. The fan switch may be getting out of calibration as it ages so the temperature settings are lower than expected. you might take this behavior as an indication of a need for a new one.
