Clasic wisdom is that if you use faced, you put the faced side towards the warm side, since it is supposed to block moisture from destroying the fiberglass. In a basement situation, I would be tempted to face it down since the moisture problem is likely to be on the basement side. Plus, I am not wild about exposed fiberglass, as there are potential risks(not the least of which is allergic response to contact).
They do sell metal rods just over 16 in for use in holding up batting
