Exterior sidiing

I live in a condominium complex that has rough cut cedar clapboard as exterior siding. I have been told that since the condo is 13 years old and has been painted with an exterior stain (3 times) it will need to be sandblasted or have the siding removed in the not too distant future.The reason given is that too many layers of stain or paint will not adhere and essentially fall off. Is this true? How many times can siding be painted or stained? The current siding shows little if any sign of peeling , rotting or cracking.I have read that cedar properly maintained can last 100 years.amzolotor@juno.com
