excessive water in crawl space

OK, walking away isn't an option for this
new owner. I live in a high water table area.
During recent heavy rains, I had several inches
of water in my crawl space and standing water in
the yard is within several feet of my crawl space.
Previous owners have built up elevated flower
planters with railroad ties around the perimeter
of my house. Can I improve drainage away from
the house and maybe resolve this water in the
craw space problem by removing the railroad ties
and regrading the soil so it slopes away from the
house? Also, what do I do with the moisture build
up? Will it cause mould...should I have the crawl
space disinfected? Hindsight tells me those water
stains I saw in the crawlspace prove this isn't
the first time this has happened. Are there other
potential problems? Panic follows.
