Excessive "Churn"?

I've been told too much trowling, not enough trowling, everything bc said, plus freeze-thaw cycles with concrete that has too much "churn" in it. Churn is aggregate that absorbs water. When it freezes, the aggregate "pops" and the surface starts to degrade. I don't know if there is a sealear that will prevent it. Maybe someone has had experience with a "good" sealer?
