Excessive Indoor Humidity

We have a grave problem. We have indoor humidity during the winter months of 60-70%! We live in a second floor of a 2-family house. The house is approx. 70 years old with old windows that landlord will not repair. We put plastic up on the windows this winter hoping that this would be of help. We no longer have 'weeping windows', but the humidity is still high. We do have a bathroom fant that we use as much as possible. We have radiator heaters (gas heat) and keep the temperature around 65-68 degrees.
We have heard of heat-to-air exchangers. Would this be an option for us? Any other suggestions?
We think that dehumidifiers are loud and really only a bandaid to this problem.
