DO NOT USE KILZ First!!!!!!! Epoxy will attack the kilz and you will have a big mess on your hands. You need to use a waterborne epoxy primer from Porter Paints. Waterbourne epoxy's let the concrete breathe, and you get good penetration into the concrete for adhesion. You can coat over the primer with a waterbourne epoxy topcoat. You can not put epoxy over a painted surface like kilz because the epoxy shrinks when it cures out and will latch on to the kilz and pull it off the floor. Waterbourne epoxy wears well and you will get lots of life out of it.
