Enclosing Basement Opening

I currently have an 8X7 garage door in my basement and a driveway leading to it that is the lowest spot in the yard., When it rains it's Niagra falls in my basement. To solve the water problem I'd like to remove the door and block up the opening, then regrade the yard. The walls are poured concrete, and I'd like to fill the opening with Concrete block, however how do I tie the block into the exiting opening? I've been told to use the corregated straping/tabs, also rebar, pins and lag bolts. Which should I use and how far apart should they be? Any and all suggestions welcome.
