Electrical Sub-Panel Woes

I am in the process of adding a sub-panel to supply electric to my (almost) finished basement. My original SquareD panel box apparently does not accomodate slim line or tandem breakers and all of the openings are full so I assume I have to add a sub panel.

My question:
I was told I need to replace 2 of my 15 amp breakers that are above and below each other with a larger capacity double breaker, probable 60 amp. I then run wire from the 60 amp to the new panel, where I will have to relocate the 2 15 amps (that I removed) and add the additional 2 15 amp breakers for the basement.

Although I will kill the main and have a licensed electrician verify everything is correct before turning the power back on, I would like to know if what I was told is correct.
