Scott, I'd say the inspectors advice is excellent. That
oven and range are surely not original equipment,
and usually require 40 to 50A circuits; you see the
problem. I would be very suspisious under these
circumstances. In addition to having the system
inspected, verify that proper permits were obtained.
My guess is that you'll find none were (but I'm
a bit cynical). Expect to invest in a panel upgrade
in the near future. 60A is almost absurd for a house
that size. Go with a 200A. I'd want a clause in the
purchase contract that the house will be made to meet
code at the owner's expense. Good luck with it.
