Electric Baseboard Heaters

I am redoing a unit in a triplex which has electric baseboard heat. I know the electric bills are high and would like to change to propane (it's in the country) but I can only get one propane tank installed for the triplex and I have to pay the gas bill. Then try to get the tenants to pay their share -- too much hassle. Sooo it's staying electric. I am going to replace all the baseboard heaters and am wondering if there is a more efficient baseboard heater out there that won't break the bank. Also, my carpet installer does not like installing carpet around the baseboards, so would ceramic tile under the baseboards help out? Or is there a better way to make everyone happy?
