My neighbor's pillow caught fire doing that.

Commercial fin-tube cover can be slipped and mounted behind your electric baseboard (cut a horizontal notch to clear the electric wire.) Then the cover installed over the front. Style 350L, TBG, or HD might be what you are looking for.
