dyed concrete floor

We are having a new home built with walkout basement.
we had the contractor add a redish dye in the basement
floor & planned on cutting 3' squares to give it
a "tile" look... The color came out very nice but
the floor has high ridges & low spots where a cutter
would leave deep n shallow lines instead of even
cuts? It is so bad that we can not cut these groves
in the floor without making the floor look far worse.
What should we do now? We were trying to save $$$,
not spend a lot on tile... Should the contractor be
responsible for fixing this mess? Thanks
