Yes, I have found that the blisters are air pockets that will not seat any other way than to re do.

I always use the fiber mesh tape, but NOT on corners both inside and outside. This seems not to happen with mesh tape.

Are you watering down to an extent your drywall compound? If Not, this will assist ensuring that the tape, paper, is fully saturated. I like to use 45 minute compound with a little water, this way the tape and mud is dry in about two hours for round 2.
