Drywall after wallpaper removal....

I just finished removing 25 year old wallpaper from the master bathroom .
It seems as if the only places where the wallpaper didn't peel off layers
of drywall surface is where the drywall mud is. Could this have been avoided?
And what do I need to treat the surface with if I decide
to paint instead of wallpaper? Thanks for the help - it's
pretty obvious that I need it!
