I think painting dryloc would be an excellent application on the wall. It will brighten an otherwise dreary masonry surface and will seal the wall in advance of any other work or finishing you might do. If moisture is absolutely not a problem, any masonry paint will be fine. You could scrub the wall down with TSP OR mild acid to clean it, but it will still be a rough gray surface. Recommend the paint.
