you can do it either way, you can grade the existing dirt that is there, or you can add fill sand to it and grade it, but you would need to pack it with a sand tamp or a wacker packer
if it was me, i would go with the existing dirt, because it has already been packed. dont forget to add your expansion joints in it so that it has room to expand without cracking the slab on warm days.
and make sure your wire mesh is off of the ground, if it sets on the ground, it will defeat the purpose of putting it, try to get it some where in the middle of the thickness of the slab.
