dripping T&P valve

I installed new water heater and the t&p valve drips.I do have an expansion tank ,but don't know much about them.I believe they are supposed to have an air pocket in them under the diaphram.There is a shraeder valve on the bottom of the tank.I decided to see how much air pressure was in the tank,and possibly add air.When the shraeder valve was depressed,water came out.I would assume this means the tank is full of water and basically then useless.Do I need a new expansion tank?
