drain tile

I have a small country store that was moved to it's present location in the 40's.It is 2 stories.The store is the top floor then there is an apartment under.The apartment is in ground on three sides.In front of the store is a paved parking lot and then the road.In the apartment below I have water seeping in from the inground wall,where the floor and wall come together.I can only assume the water is coming under the road and parking lot after it rains.If I removed a strip of pavement from the parking lot and dug down to the depth of the floor of the apartment and laid a drain tile the length of the building do you think that may cure the problem?
