Drain Field

Can a drain field restore it self if it sits for two or three years without use? We had what we thought was a new drain field installed at our home in the fall of 2000, but now we are going to sell the house and the realtor could not find the health permit.He called the man who installed the drain field and was told that the one that he installed was only a temporary fix and no permit had been filed. Can we reactivate the old field?
