I have the exact same problem. A Hurd service rep. came to my house and inspected the windows for correct installation. He said the windows were correctly installed but that the latches were of poor quality. These latches were used in their production in 1999 when I bought the windows. They replaced latches with new latches. He also took sashes out, removed the vinyl jambs and put shims behind the jambs. This put more pressure against the window sashes. The problem still isn't solved.
Please contact me, power of numbers get results. What year did you purchase your windows?
