Don't touch that insulation!

MDs is absolutely correct. The insulation SHOULD be installed with the craft paper side immediately next to the floor. Reason being that the paper -- if installed the other way -- would trap moisture from the house air that may seep through the floor. That moisture would end up saturating the fibers of the insulation, causing them to collapse and all of the air pockets would be gone. It's the air pockets, not the fibers, that insulates.
