This is done all the time with septic systems. The only thing is with septic systems, straw or rosin paper is placed over the gravel bed prior to placing the top soil back over it. This is to keep the soil from washing down into the gravel and "pluging" it up. I would use a sandy loam topsoil, so the water can quickly soak through.
