Like regular, fired brick, the adobe brick is meant to breath. If you seal it or paint it, you've just accellerated the aging process.
If the morter is bad, it may need to be repointed. Check with a local gravel or stone yard / quarry to see what they recommend you do. I'm sure they'll give you the needed advice as long as you will buy from them the needed supplies. Also, there may be info in the library or on the WEB on what to do. W/O seeing the situation, it's hard to tell from here what all you must do. Perhaps you have a moisture & drying problem, perhaps a 'bad brick' problem, a bad building problem, or just normal wear-and-tear.
