domestic water flow through pipes

I'm having trouble with my newly installed Bosch highflow combiboiler. It's supposed to give up to 18 l/min but gives only 5 l/min. My water main is fine with good pressure and the cold water flow is great.

I was wondering just what kind of theoritical maximal flow you could get out of a 15 mm diameter pipe and a 22 mm diameter pipe under ideal conditions.

Anybody able to do the calculation for say a 30 feet run of pipe with a twelve foot rise?
