Dog door and incoming wind problem

We have just recently moved and installed an extra-super large dog door into our back door, but we have a slight problem!!!! The back of our house is completely flat with absolutely no protection whatsoever from wind and rain. The rain problem I think I've address with a gazebo, but still have the wind issue. We live in Las Vegas and get very heavy south winds -- which is exactly the way the back of our house if facing!!! As a result, the door flap is constantly blowing open. I know this is an issue with AC and heat, so I was wondering if anyone had any suggestions on how to eliminate the wind problem so that the door is still usable by the dog. ????? I've tried weatherstripping, but it just gets stuck in when the wind blows it open. Thanks for any suggestions.
