its the stem packing. tighten the nut that the handle stem passes through.Doing that crushes the stem packing to form and seal around the stem.if it still leaks, turn your water off, remove that nut, and remove the valve stem. replace the packing which is right beneath that nut. I think the old tar impregnated stuff works better than the new silicone stuff.
