Did you ask your contractor why he was installing the underlayment? Probably to provide a smooth surface to start with, so the new siding looks nice and straight. So, do you think 1/4 inch or 3/8 inch is going to make much difference as long as the end result is nice straight looking siding.

I would be more concerned about the quality of his workmanship than measuring the materials. He/she could certainly use 3/8 inch foam and slap it up any old way so the final product looks like hell. When a contractor says he's using 2x4s to frame in your basement, do you measure the 2x4s and get upset when they mesure smaller? Hum, I think you were cheated...

I don't think the foil would make any difference, but ask your contractor what he thinks.
