Closed cell foam is my suggestion. What we have doen is, at low tide, collect large chunks (min. of 4" thk), and enclose them mechanically via 2x6 deeper boards along the length of the dock. They don't need to be secured to the planking if there is enough material. They're held in place as long as the dock is somewhat stable. Even distribution for each section ensures this.
