If the wires already exist, then you're either going to build over them, or below them. If the ground is fairly level, then the frost line will tell you the depth (it needs to be 8" below that). If the terrain has a good slope to it, the drain needn't be as deep. In short, slow running water will freeze before faster running water.

If the wires DON'T exist, then go by the general, aforementioned guidelines, and put in your trench. Here's a link that describes the process. BUT, wherever landscape fabric is mentioned, substitute it for filter fabric!.
