It depends upon the lay of the ground otherwise you would be building up a large area for your sidewalk. If it is a natural slope, then maybe follow it but it is hard to say without seeing it. You don't want a sidewalk too far above ground level or below ground level either.

If the ground is level then put all the steps in one place (about 4 steps) where the drop off is now. I don't like your idea of a level part with one step and then repeating it with 3 or 4 sections. Halfway down the sidewalk, people will be missing the step and tripping and especially in the dark. Keep them all together.
