Deck wood finishes

I built a new home 3.5 years ago. I had a deck built with
it. The deck is made of cedar. I am having a problem with stain
staying on the cedar. I have used different ptoducts: Cuprynol semi
transparent, Thompsons anti scuff semi transparent deck stain. After
each winter(live in SW Michigan; western exposure; afternoon sun
exposure)the stain actually begins to peel and lift. The last time I
completely stripped the deck, sanded it(80 grit paper)and still had
problems with it peeling. It seems like the stain does not penetrate
the wood. When I do apply the stain, I do it while the deck is in the
shade. Bob, what can I do? Is there a better product that will NOT
peel? I really do not want strp, sand, stain the deck each year.
