Deck post foundations

I'm finding that most people are now recommending concrete piers all the way to the surface, and attaching the deck posts using post anchors of some sort. Unfortunately, my county's code person says they will not allow that, and the posts must be below grade. I guess they haven't gotten with the times and realized that the posts will last longer if kept above grade. At any rate, I have 22 footers (big deck) which I am having poured by a contractor. How should I proceed with the posts? Drop post on top of cured footer and backfill with more concrete? Just back fill with dirt? Use a post anchor below grade and then back fill? Suggestions?
