Decaying concrete

My basement in a 70 year old brick, attached (both sides) house has one wall that is 3/4 underground and the back wall that is level with grade. The front wall is faced with a cement window well (dry and solid) and concrete pads that extend out two feet into a very small raised garden.

The front wall was covered by drywall, which I tore down to put up insulation. The cement wall is very decayed at the bottom (loose sand) and damp. Is there some way of restoring this prior to putting up new studs and drywall?
