dampness on basement walls

Could our basement walls be "sweating" from a quick change in temp from 50 degrees and dry to 75 and humid? My hand was wet when I touched some of the block in my basement, not all of it was wet, mainly behind the washer and dryer. We have had a lot of rain, and our pump is running like it should. We also have new rain gutters with appropriate grading as well. I have never noticed this b-4 other than last month when it was rainy and humid. Also, do window well covers do anything besides keep the leaves out of your wells? also, could water be coming in thru hairline settling cracks in the cinder block?
