damp/wet crawlspace

Any suggestions or ideas on how to dry up a wet/damp crawlspace? There are no plumbing leaks what so ever, I have plastic down on the ground,( the ground is clay up here in northwest ohio), my eve spouts don't leak and they or away from my house, the land slopes away from the house all away around the foundation, also have perferated tile buried. The crawlspace is about three blocks high and there are 8 foundation vents throughout the foundation for this 1600 sq. ft house. The ground is very dry out here,( digging post holes 3 feet deep, very hard)but yet in the crawlspace the dirt floor is damp/wet. Even have pipe insulation on the well pipe trying to stop it from sweating, that is not really working either, still sweating bad, well water is so cold. Thank-you for any ideas or suggestions.
