damp crawl space

My crawl space situation is that it is damp. The humidity from the crawl space is coming into my house from the floor. What to do??? I do have 6 mil plastic covering the whole dirt/clay ground. There are no plumbing leaks, the outside gutters look good and the ground is graded away from the house. I even buried a perferrated tile to help, and water proofed the entire block foundation, and there are plenty of vents through out the foundation(8 of them). There is no insulation under my floors, the cynder blocks for the foundation is not insulated either. I do notice that cynder blocks from the inside of my crawl space is wet. The ground where the 6 mil plastic meet the block is wet, but really no standing water though. I don't know if the water table is high or what. Any advise would be greatly appreciated. Thank-you.
