A couple of weeks passed after the roofing paper was installed. Over this time the roofing paper was blown and torn in several places. It also suffered sun damage becoming somewhat buckled. Can the blown and torn paper be re-attached and be shingled over with the somewhat buckled paper? Also, if it rains and the paper and sheathing become wet, does it need to be completely dry before installing the shingles? It seems that the builder wants to go ahead with the current paper and is not concerned about the sheathing and paper being wet.
