Damaged Plasterboard (Drywall)

The plasterboard in a bathroom is badly damaged. A lot
of the surface paper has been removed and there are
patches of plaster in places, coated with a "rubbery"
For many reasons replacing the damaged board with new
board is not an option.
We can't remove the adhesive easily. Could we seal
over the adhesive?

Could we line the existing drywall with new sheeting?
If we do this,would we have to seal
the damaged drywall or could we leave it as it is?
Any suggestions welcome.
