Hi Jennifer, several possibles come to mind. A cerrated bread knife works good, you can also cut it with a tablesaw which saves time if you have a lot to cut the same size.

Used to have a hot wire cutter made from a model train transformer which would do very nicely, unless it's foil faced.

Can't imagine why you'd be cutting insulation board when it's so nice out, LOL.
