Thanks to everyone who replyed. After much negotiation, my neighbor has agreed to quit burning his stove. I did call the local officials, but unfortunately this guy works for the township so it was a sticky situation. I did attempt earlier in the season to rig up some plastic on 8 ft. posts. This was ok for protecting the lower level of the house but I was still getting splatters on the top. I went out this weekend and bought a telescopic pole extendor and was able to attach a spong mop to it and got some of the marks off. Unfortunately, some are permanent stains. May have to just repaint that side of the house in the spring. Thanks again for answering.
