Crawlspace on piers

I have an old cottage house on Chautauqua Lake, NY that has a crawlspace supported on piers. It is open on all sides.I have winterized it but for obvious reasons the floor is cold in the winter. Would you recommend insulating the floor joist? If so would I cover the insulation with plastic when done? If I do insulate the floor, would this promote rotting of my floor? The joists are rough cut 2" x 8" lumber, are over 70 yrs old and in greatshape. I don't want to destroy them.
To vent ot not to vent, this is the question.
