Crawl Space Moisture and Maybe Mold

I live in Alberta, Canada and have recently acquired a house with a crawl space that varies between 2 - 4 feet in height and is under a floor approximatley 700 sq. feet in size. It is 20 years old. It has a dirt floor. There is plywood on the bottom of the floor joists (ie. between the floor and the air space) we don't know yet if there is insualtion above that. There is no venting. We just entered the crawl space for the first time and noted moisture on one cement wall. The dirt meets the wall in the crawl space about 2 or 3 feet above the exterior ground level. The moisture is also present in the wood above the affected cement. In that area and in a patch in the middle of the crawl space, white powdery fungus/mold was noticed. Any suggestions or information would be greatly appreciated? How bad is this? Thanks ...Terry
