Crawl Space Flooding

I am considering purchasing an older home on the eastern shore of Maryland. I have been told by a neighbor that the water table is very close to the soil surface here and that in periods of heavy rain, the yard can become a pond, including the crawl space. Is there anyway to prevent the crawl space from filling with water and rotting the floor joists? Would exterior regrading of the ward work?
