Tim, thinbk of your crawl space as an up-side down attic and you will be OK. Like your shingles, your vapor barrier goes toward the outside, in this case, the dirt floor. Put down the plastic vapor barrier material and then some gravel (an inch or so) to hold it in place. Next comes an ambient temperature space which must be ventilated, so leave your vents open year around. Next is the insulation, which keeps your heat in in the winter (and cold in in the summer if you have AC. Just like you want to seal up all the places that allow heat to escape into the attic, you want to seal all the places that might allow heat to escape into your crawl space like open wall cavities, around pipes and electric wiring. You will also want to insulate around any pipes that extend into the crawl space. Good luck.
