Take a look inside the tank on one of those 1.6 flushers and you'll often see how easy they are to defeat. Usually it's just a plastic bucket in the tank surrounding the hole in the bottom. Break out the sides of the "bucket" and you'll have a normal flushing unit. It's often easier just to disassemble the tanks workings before installation. I doubt the guy that thought up the 1.6 gal stool hasn't "fixed" his yet.
