Cracking paint -- not the walls

I probably wasn't clear. The walls are fine (ok, there are some cracks in the plaster, but that's not what I'm talking about). Literally, in random areas of the wall, it looks as though someone has taken a razor blade and slit through the first layers of paint. It then curls (ever so slightly). I think the spackle-like material they used is what is "cracking" (or slitting, as it were), and causing the paint to do so as well. Again, the walls, (in the area I'm talking about) are fine...I've got tons of little "slits" in the paint.
