cracked foundation wall

My foundation wall has developed a vertical crack over the last few years. It has never been a probelm until a recent buildup of ice, followed by rain has caused a fairly good amount of water to come through this newest "home addition". I plan to waterproof this as soon as the ground un-freezes but I am not sure of the best way to go about it. I believe that the crack goes all the way through the foundation wall to the outside. I know I should dig down on the outside and seal this as well as the inside, but what product would work the best? Could I simply re-tar my outside foundation over the crack? What do you think. And before anyone asks yes my gutters are in proper working order and the outside ground is graded properly to move water away from the foundation walls. thanks
