Cracked & chipping self-leveling concrete

A friend of mine bought a condo on the top floor of a building in March 2000. He has since taken off all the hardwood parkay flooring and tiling in the kitchen and bathroom.

Then he purchased $800 worth of easy-Flow self-leveling concrete and poured it onto the floor in select areas to try to level it off. He did this in July 2000.

Since then, the concrete that he poured has cracked severley, with large cracks (3 feet long) and many hairline cracks.

Parts of the concrete have already lifted and the rest is hollow when tapped.

He plans to install a floating hardwood floor in the livingroom and wants to know if he should leave the cracked concrete there? Also, he plans to install ceramic tiles in the kitchen, should he re-pour?

Any ideas why this happened?
