Crack in mortar between bricks

I am considering buying a brick home. My concern is the basement. The owners recently had the B-Dry system put in around the floor in the basement and it is supposed to be guaranteed for the life of the house. but there is a crack in the mortar between the bricks above the surface. It goes around half the house at the same level. We examined the outside and there is only a hairline crack on the outside. I had a friend look at it and he said it is only settling and not a problem. I am concerned because I am recently widowed, investing most of my money, and could not afford a costly repair. Is it common to have "settling cracks" and are they something I will need to be concerned with? I appreciate any input.
